We are aware of the current issue of new cache submissions not having a map displayed on the cache listing page. We are looking into the problem and a possible fix.
In the meantime there are two alternative map services that may be selected on the cache page.

The site is in fact 'maintained'.
The 'free' map service' I use to provide the maps for this 'free' site is not currently available. When it comes back online (or I decide to dig deeper into my pocket for a different mapping alternative) then the maps will again be available.

I was wondering if Open Street Map would work for the display map.  It claims to be a "rights free" map and maybe it would work for the world maps as well?

OpenStreetMap works, technically. I know because I tested this locally. All it would need it someone to implement it here, on navicache.com.
