I do not  believe there are any published guidelines on Navicache.

I would look at the Geocachers Creed site for some basics.

Here is an early Navicache thread about guidelines.

I would find your local or state geocaching organization to network with and learn from local cachers.

One local cacher in Northern Virginia published a very nice guide called "Take Pride in Your Hide.  You don't need to be a member of the NoVAGO forums to read it.  I highly recommend it and had thought I'd shared it here, previously, but couldn't find it in the NC forums.
