Cache hunting without GPS is common. The latest challenge is to cache hunt without even knowing the cache's coordinates. I'm convinced that some areas have so many caches that cache hunting without even a set of target coordinates is becoming feasible.
Just pick out a nice park, think like a cache hider, and start looking. Your hit ratio this way is going to be low, but still high enough to consider attempting it.
I've done it just once, without success, but I did find some very interesting spots that I wouldn't have noticed if I was just hiking.
