Originally, this problem was present on three different computers, all running XP (Pro, not home), all running IE6 (not ie7 beta), all fully patched with all updates from Microsoft. Nothing "unusual" loaded on any of these machines, with one of them having a pretty basic load with no other software installed except GSAK and MS S&T. All had the same exact symptoms.
I finally tried with a different web browser, and it worked.
So this is by all means does appear to be a bug in how the website interacts with a typical IE6 user.

It sounds like we've overflowed the cookie stack in IE 6.
