I saw a thread on the GC forums suggesting a forum be added for caching milestones, and I added this reply there, but I reckon if I suggest it here, it's more likely to happen here first.
How about putting it on the website as a page, with a list of people who recently reached various milestones. Seti do this with their @home project. the milestones could be set as follows:
the name would stay on the page for say 30 days after the milestone was reached. you could also have milestones for TBs found, and with a little programming work, miles travelled between caches. I don't think it would be a good idea to have milestones for number of caches placed as over placing is discouraged, but you could have milestones for number of visitors to your caches.
This would also mean that there would be little additional programming to add a league tables page, with top 100 cachers overall, by region etc.
The great thing about having such a page on navicache is the scoring system, you could have the pages done both by total finds and by score
