Generally best not to arouse suspicion, particularly in urban areas. When searching it's possible to be mistaken for a terrorist or drug dealer, for example, and cause all hell to break loose.
That said, I have attempted a cache that can only ever be done in full public view because it is at a prominent city centre tourist spot. The owner will have known this at the time of setting the cache and has implicitly accepted there is a higher risk of loss, therefore a higher maintenance burden.
I have also been stalked when caching and the stalker made himself known just after we had found the cache. He thought we were trapping animals and was pleased to see our activity was benign.
I prefer to be discreet even if it means passing on a cache because it makes it unnecessary to explain/justify what you are doing and does not compromise someone else's cache.
