There is no definitive compilation covering all of the different geocaching guidelines. Does your state have a geocaching organization? Many states do and they are working very hard to negotiate and document local guidelines. I know this is one of the biggest things that the Michigan Geocaching organization has been working on.
There are so many different organizations and levels of goverment to work through. Among others you have national forest, state forest, nature preserves, city parks, township parks, county parks, and state parks. Every different one of these could potentially have different guidelines.
The guidelines here at Navicache have to tell geocachers that its their responsibility to make sure there caches meet local guidelines. I've just started looking at documenting local and state guidelines for Michigan and it is going to be a monstrous task to compile that will be difficult to keep current.
