I found it! 15 Feb 2006 by  muddawber  (Finds: 1  Score: 5)    (Hidden: 0  Score: 0)

After recieving an e-mail from the cache owner letting me know that he did have permission to place a cache there and the best trail to get to it, I decided to give it another try. I found it this trip and I will say that the trail around the cliff was a lot more enjoyable then the route through the tunnel would have been. Great hide and thanks.

I went after this today and got as far as a gate with a "No Trespassing" sign on it. Asked a Idaho Power employee about getting into the gated part and he told me the only way in was to set up an appointment for a tour of the dam. He also added that that only included the power plant itself and they didn't allow anybody down at the waters edge at the base of the dam. I guess I'll have to scratch this one off my list.
